Are ROM logs enabled by default, and can they be disabled in software?

Yes. You can disable ROM logging in software by setting CONFIG_BOOT_ROM_LOG_SCHEME to Permanently disable logging. See: Disable ROM logging

This change writes eFuse bits in the chip. It is irreversible and cannot be restored to the default log-output behavior.
